Monthly Report for July 2015

I hope everyone had a safe and happy 4th of July as we celebrated our nation’s independence.
Thank You to the Navarro County citizens for voting me Corsicana Daily Sun's 2015 "Best of the Best" in two categories. Best County Official and Best Law Enforcement Officer. I truly do appreciate all your support and encouragement.

Don’t forget that we have launched the official Navarro County Sheriff's Office website — www.ncsotx.org — where residents can find the latest information regarding the operations of the NCSO. The new website will serve as an information resource for the public and assist with community policing efforts, as well as provide greater transparency for the sheriff's office and hopefully will encourage you to take a more active role in community policing efforts.

As we enter into this year’s budget process, I want to thank you again for your support of our salary restructure request last year and for the commissioner’s court approval. We were 19 positions short at the time of the request and today I proudly report only 4 vacancies within the whole department. I would certainly say that’s evidence that the pay restructure worked.

The NCSO tactical team assisted the Freestone County Sheriff’s Office with the execution of a high risk narcotics search warrant in Freestone County. Another job well done by all officers involved in the multi- agency operation.
The NCSO narcotics division served a narcotics search warrant in the 1500 block of East Beverly, Corsicana. Deputies arrested two suspects and seized approximately 138 grams of liquid morphine, a quantity of methamphetamine and marijuana was also seized.
We arrested a subject in Barry on two separate occasions for felony retaliation after he allegedly threatened a McLennan County judge. The second arrest was with the assistance of the McLennan County Sheriff’s Department after he bonded out of jail and allegedly made additional threats to individuals and businesses in McLennan County.
Deputies investigated a sexual assault case in Dawson. Two suspects were arrested for sexual assault, four persons were later arrested for making alcohol available to a minor and one for possession of marijuana under 2 ounces.
Deputies investigated an illegal cock fight on NE 1055 Rice. Sixteen adults were arrested and transported to the Navarro County Justice Center on charges ranging from misdemeanor to felony.
The U.S. Department of Homeland Security/ICE/ERO recently conducted a 4 day operation in North Texas that included Navarro County.

The Sheriff's Office had 1,418 calls for service in July and our dispatch received 2,504 calls for assistance to 9-1-1. 
There were approximately 282 persons arrested and booked into the Navarro County Justice Center and the average daily jail population was 188 inmates.
The Narcotics unit arrested 14 suspects, filed 18 criminal cases and also served 6 outstanding arrest warrants. Nine inmates were transferred to the Texas Department of Criminal Justice and eight other inmates were transferred to State Jail and SAFP units to serve their sentences.
We estrayed five horses, eight donkeys, and one calf and transported them to the county farm at Angus. We executed an animal seizure warrant and seized five horses and one head of sheep. 
We sold a total of nine horses and three donkeys at Cleburne Horse Sale for $1,208.57

This month our inmate work detail has participated in spreading approximately 200 tons of asphalt on various roads throughout Navarro County. Our inmate work detail will also be participating in the Navarro County cleanup day once again Saturday.
I am really proud to report that the eyesore is no more on the west parking lot across from the Justice Center. The area we referred to as "Shanty Town" which consisted of several old run down storage buildings, has now been cleared. The worst buildings were demolished with inmate labor, two of the buildings could be salvaged so were therefore moved to the county farm for repair and will be utilized at that location. As I have said before, evolution is a constant here at the NCSO.
Contractors are installing a new overhead door in our north sally port entrance. The old door was over ten years old and had recently become inoperable. The cost to repair the damaged door was almost equal to cost of a new door.

We are very proud of our color guard who posted the colors for the opening of the Texas Teenage Softball Association's 15 and Under State Tournament here in Corsicana. 
Thank you to State Representative Cook for facilitating a meeting with the Executive Director of Texas Jail Standards at the State Capitol. I appreciate the respect shown to my staff while in his office and his attentiveness to the needs of the Navarro County Sheriff’s Office thereby benefiting the citizens we serve.

I recently attended the 137th Annual Sheriffs Association of Texas Conference in San Antonio where our new Navarro County Sheriff’s Office website was featured by Most Wanted Websites at the vendors show. Legislative Updates, Bail Bonds and Civil Process were just a portion of the training at this year’s event.

Congratulations to these officers who begin their new positions this month through inter-agency transfers or promotions: Krystal Hogue to Administration, Kelly Hantsche transferred from Dispatch to Detention and Lieutenant Lewis Palos was promoted to Captain of the reserve division.

We had three officers resign this month along with one officer transferring from Dispatch to Detention which means we currently have four vacant positions throughout the agency — one patrol position, one dispatch position and two detention positions. We hired six new detention officers and one dispatcher beginning August 1. The other dispatch position will tentatively be filled August 15. We will continue to accept applications and all positions are available until filled.
