Inmate Correspondence
What can I send in the mail?
- Inmates are permitted to send and receive letters. Letters mailed to inmates shall be no larger than an 8.5 inches wide x 11 inches tall envelope. Mail sent to inmates must contain NO MORE THAN 5 PAGES and must be one sided only.
- Writing supplies are furnished to indigent inmates. Inmates may purchase writing supplies (paper, envelopes, pens, and stamps) from inmate commissary.
- The only item which may be enclosed with correspondence mailed to an inmate is one (1) photograph no larger than what will fit in a standard size envelope.
- Any mail that contains contraband (including nude or suggestive photos) shall be prohibited.
- No cards, internet printouts, envelopes, stamps, or any other kind of contraband shall be sent to inmates through the mail.
- The sender must refer all tracer actions on lost mail directly to the U.S. Postal Service.
- The jail is only responsible for mail that is delivered to and received from the U.S. Postal Service.

Inmate Mail - Important Update
In an effort to keep contraband out of the Navarro County Detention Center, the Navarro County Sheriff's Office is implementing a new system for sending documents, photos, and mail to inmates.
If you wish to send documents, photos, and mail to inmates, we now have a quicker and more efficient method using our new Inmate Messaging system where you just go to www.NCIC.com and set up an account. You can then easily send messages to an inmate for instant delivery. You can also take a picture of any documents and attach them to these messages. Messages are only $0.25 per message and Picture Messages / Documents are only $0.35 per picture. This is much cheaper than postage, envelopes, and the time it takes to mail a letter and the inmate will receive the message and/or picture instantly. There will be no limits on how many messages and photos that can be sent to the inmates.
Beginning on September 1, 2024, all inmate mail, EXCEPT for legal, medical mail, and packages must be mailed to the following address utilizing existing Navarro County Detention Center mail rules. ALL legal, medical mail and packages must be mailed to the Navarro County Detention Center:

Any mail that is sent to PO Box 591, Longview, Texas 75606 for processing will NOT be returned or released. Once the mail is processed and received electronically by the inmate it will be destroyed. This includes pictures or anything else mailed to the processing facility. By sending the mail to PO Box 591, Longview, Texas 75606 you agree to the items being destroyed and understand that anything you mail to PO Box 591, Longview, Texas 75606 will not be returned or reimbursed for. No legal, medical mail or packages will be accepted

- All envelopes and mail must include the inmate's name and Sheriff's Office booking number as well as a return address. Only mail that is within 8.5 inches wide x 11 inches tall will be accepted.
- Mail sent to inmates must contain NO MORE THAN 5 PAGES. Anything that is over 5 pages will NOT be scanned and sent to the inmate and will be returned to the sender.
- All mail that is scanned into the system will be scanned front side only. Do NOT write on the back of pages. Any mail with writing on the back will be returned to the sender.
- Inmates may receive a maximum of 1 photo per mailing. If more than 1 photo is mailed, the entire letter and all its contents will all be returned to the sender, and nothing will be scanned in or delivered to the inmate.
- No legal, medical mail or packages will be accepted. Legal, medical mail and packages must be sent to the facility where the inmate is housed following the Navarro County Detention Center Mail Guidelines.
- No magazines, newspapers, bulk mail, or books will be accepted at PO Box 591, Longview, Texas 75606 and will be returned to the sender. These items must be sent to the facility where the inmate is housed following the Navarro County Detention Center Mail Guidelines.
Once the mail is received for processing it will be scanned in at the central processing location and then will be sent to the inmate electronically via the same messaging system referenced above and the inmate can then view it on the kiosk in their cell or on the kiosk designated for their housing area.
There will be no exceptions to receiving mail that does not follow the above guidelines.

Inmate Phone Service
During the booking process an inmate can make three free local calls. Please understand that most cell phones are not considered local. This phone is available for inmates to make calls to arrange bail, inform family of their circumstances or to reach an attorney. Booking phones can make collect calls outside of the local dialing area.
All calls are subject to monitoring and/or recording.
The Navarro County Sheriff's Office reserves the right to block phone numbers upon the owner's request due to harassing phone calls, misuse of the phone system (i.e. three-way calling), discussion of criminal activity, or based upon the security and safety of the facility. Any attempt to provide three way connections will result in permanent deactivation of the called number attempting to facilitate the three way connection.
Once an inmate reaches population they can only make collect calls between 8 A.M - 10 P.M daily. When an inmate calls you collect you are responsible for the collect call fee or if the inmate has purchased phone time, the inmate is responsible for the fee. Detention Officers are not allowed to pass messages to inmates either written or verbal for any reason. Any correspondence must be mailed to the inmate following the above listed procedures.
Inmate Visitation
Visitation is conducted at the Navarro County Detention Center (7) seven days a week. Inmates that are housed in population will receive (2) two visits per week, (30) thirty minutes per visit. Inmates that are housed in the holding cells will receive (3) three visits, (30) thirty minutes per visit, while in the holding cells. You will need to setup a visitation account prior to seeing an inmate. Please visit Inmate Visitation Account Setup to create and schedule a visit.
Cell phones are prohibited inside the Detention Center Lobby and during the visitation. All visits are subject to monitoring and/or recording, excluding Attorney visits. No person under the age of 17 years old may visit without being accompanied by a legal guardian. Valid state or government issued identification is required to enter the visitation area in order to have a visit. Persons under the influence of drugs and/or alcohol will not be permitted.
Dress Code
- Shirt and shoes must be worn at all times.
- No spaghetti straps, tank tops, tube tops, or sleeveless shirts.
- No short-shorts or mini-skirts. Undergarments must be completely concealed.
- No profane, sexually explicit, or derogatory language on clothing.
Failure to follow the directions of staff or to comply with the above requirements could result in the termination of your visit and loss of future visiting privileges and refusal to leave the facility after being asked by an Officer could result in your arrest for Criminal Trespass.
Attorney Visitation
Attorneys are authorized to enter the Navarro County Detention Center to visit their clients. Attorney visits may be face to face or conducted via video visitation. Any other accommodations may be made with authorization of Jail administration. Attorneys may only visit current clients and with business pertaining to the current incarceration.
Attorneys must show a valid government issued identification card and a valid Bar Card. Attorneys will not be granted access if their Bar Card is not up-to-date.
Attorneys are not permitted inside the facility during the hours of 11am-1pm and 4pm-6pm daily, as this is feeding time for the inmates.
Jail Property / Personal Property
Inmates booked into the Navarro County Detention Center, will have all their personal effects inventoried and stored. It is the inmate's responsibility to contact a reliable individual to obtain his/her personal property if the inmate chooses to do so. If an inmate is to be transferred to a TDCJ facility or State Jail Facility, the inmate's personal property is to be released to a reliable individual prior to the inmate being transferred. Any person attempting to pick up property must have a valid form of photo identification. Any inmate can release property while in holding, if not, the inmate can only release property after being sentenced or unless releasing property will secure someone's release.
Civilian clothing for inmates going to court (jury trial only) will be accepted at the jail's Master Control area Monday thru Friday, from 8:00am - 4:00pm. A contact person's name and telephone number must accompany the property and once the inmate's court case has ended, the clothing must be picked up within 10 business days from the Master Control area. Failure to pick up clothes within 10 business days will result in clothes being donated to a local charity.
Inmate Commissary
Commissary orders are processed on Tuesday's at 12 pm; orders are delivered on Thursday's. Funds must be placed on the inmate's account by 12 pm on Tuesday in order for inmates to receive store.

An inmate trust fund slip must accompany the money order. You may obtain a trust fund slip from Master Control in the visitation lobby or by clicking the link below and printing the form.
Any order placed before an inmate's release will be held for (72) seventy-two hours. If the order is not picked up, it becomes property of the Navarro County Detention Center. NO REFUNDS WILL BE GIVEN TO AN INMATE FOR COMMISSARRY AFTER THE INMATE'S RELEASE. The Navarro County Detention Center, its staff and contractors will not discuss an inmate's healthcare with any family or friends due to HIPPA laws.
